The author is a professor in European Studies at Johns Hopkins University's School of Advanced International Studies. This essay is adapted from a presentation made at the Freedom House conference on "Bridging the New East-West Divide: Russia and the Expanding Euro-Atlantic Community", held in Budapest on January 30-February 2, 2003.
