Maximum Pressure Sanctions Won’t Work Against Russia
By failing to offer clarity on the aims of the sanctions and the possibility of their removal, the United States risks weakening the sanctions’ coercive power.
Reaching a settlement that is acceptable to both parties will be an incredible challenge, but it is the only way to put an end to the war. Biden will face pressure not to use the prospect of lifting sanctions to assist Ukraine in securing such a settlement, and politically motivated analogies to Munich are certain to be made if he attempts to do so. However, just as he did when he committed to withdrawing from Afghanistan, Biden must confront reality and the limits of American power, ignore domestic political concerns, and make the tough compromises necessary to achieve the best possible outcome for Ukraine.
