Obama's Immigration Agenda
The president will do whatever he can to avoid enforcing immigration laws. That includes suing Arizona.
Congress can also limit the Obama administration’s amnesty agenda by denying funding for work visas associated with the president’s DREAM Act decree. Ultimately, immigration policy is shared between the political branches, and the White House will always be afforded some discretion on how it carries out enforcement. However, Congress should assert its authority when the White House attempts to make an end-run around the political process.
